Primary Language Assessment—Standards-based Tests in Spanish for Reading/Language Arts

Background

The optional Standards-based Tests in Spanish (STS) for Reading/Language Arts (RLA) are multiple-choice tests that allow Spanish-speaking English learners (ELs) to demonstrate their knowledge of the California content standards by taking an RLA assessment in their primary language. Biliterate, bilingual California educators and test developers constructed the STS for RLA items. Students may take the STS for RLA in addition to, not in place of, Smarter Balanced English language arts/literacy (ELA) assessments.

For the 2017–18 school year, the STS has transitioned to an online platform using the open-source test delivery system provided by Smarter Balanced. Student registration will be processed through the Assessment Registration Tool using the same credentials required to access the CAASPP Digital Library. The 2017–18 school year will be the last year of administration for the STS as California will transition to the California Spanish Assessment, which is expected to be operational during the spring of 2019.

Who Takes the STS?

The STS for RLA are optional for Spanish-speaking ELs in grades two through eleven who meet the following criteria:

  • Whose primary language is Spanish and who is receiving instruction in Spanish; or
  • Who is a recently arrived EL and whose primary language is Spanish.

At the option of the local educational agency, schools may also use the STS to test Spanish-speaking ELs who are enrolled in a dual-language immersion program that includes Spanish.
