Assessment Flexibility Survey
CAASPP and ELPAC email update, March 5, 2021.
Dear Superintendent, LEA CAASPP Coordinator, or LEA ELPAC Coordinator:
On February 24, 2021, the California State Board of Education (SBE) took action on the guidance provided by the U.S. Department of Education (ED). One of the actions directed the California Department of Education (CDE) and the SBE staff to propose a plan by which local educational agencies (LEAs) could be afforded additional flexibility to meet assessment requirements in addition to those already afforded, including an adjusted blueprint (or shortened form) and remote administration options.
The CDE and ETS are collecting information on assessment options that will provide data to parents/guardians, educators, and the public to monitor the progress of students in the areas of English language arts/literacy and mathematics. In addition, LEAs are required to assess all English learners using the Summative ELPAC.
We would appreciate your participation in a brief online survey . Information from the survey will be used by the SBE and CDE to inform decisions about additional assessment flexibilities for spring 2021.
Established by Senate Bill 98, the California Education Code, Section 43509 and the Learning Continuity and Attendance Plan (Learning Continuity Plan) requires LEAs to use local assessments to monitor progress. In a diverse state with more than 2,000 distinct LEAs, the CDE would like to capture what local assessments are and how they are being used over the course of the 2020–21 school year. We understand that you may use different assessments at different grade levels, so these questions allow you to identify those choices.
Please respond before 5 p.m. on Monday, March 8, 2021.
Sincerely,
California Technical Assistance Center
