CAASPP and ELPAC: April 22 Update to CALPADS Processing

Dear LEA CAASPP Coordinator or LEA ELPAC Coordinator:
We apologize for any delays that occurred over the last two weeks. There continue to be issues with processing the CALPADS data into TOMS. While the issues are being corrected, we have confirmed that the delay is affecting a small number of students. Students who were in the test delivery system with correct assignments and settings prior to April 6 have not been affected.
As of 7 a.m. on Thursday, April 21, 2022, all backlogged student test settings—designated supports, accommodations, and unlisted resources—have been processed. The test delivery system (TDS) will process new requests for test settings within two hours of being uploaded or changed in a student's record in TOMS.
ETS will begin processing the following additional items that have been queued in TOMS and will be available in the TDS on Monday, April 25, 2022, at 7 a.m.
- Test assignments (moving students to or from alternate assessments)
- California Science Test (CAST) registration
- California Spanish Assessment (CSA) registration
- Remote testing video permission
- ELPAC domain exemption(s)
- Parent/Guardian exemption (PGE) condition code
- Not tested due to medical emergency (NTE) condition code
- Administration window start or end date
- English Language Acquisition Status (ELAS) for students completing the Initial ELPAC
For current students (students who were in TDS prior to April 6, 2022), the CALPADS file will not be processed until the issues are corrected. Coordinators need to confirm correct information is in TOMS prior to testing. The following key elements will not be updated:
- ELAS updated by the LEA
- Individuals with Disabilities Education Act (IDEA) indicator
- Section 504 plan
- Primary disability code
- Primary language code
- Student preferred first name
- Grade level
- Student address
CALPADS records for new students to California schools who have a School Enrollment Start Date in your LEA that is on or after April 5, 2022, will be available in TOMS on April 25, 2022. This will not include students transferring from another LEA. These students can then be assessed in the appropriate areas. CALPADS coordinators will need to check the MID Anomalies Report from CALPADS to ensure that any new student has the correct SSID if they have been enrolled in a prior LEA. This will help to reduce the number of students with multiple SSIDs.
Since IDEA indicators will not be processed, currently enrolled students whose IDEA indicator has changed to "Y" since April 5 and who require alternate assessments cannot yet be assessed at this time. We will notify LEAs once they can be assessed. In addition, any currently enrolled students needing designated supports or accommodations because of a change in the IDEA indicator cannot yet be assessed.
